New York Governor Kathy Hochul has announced the availability of $10 million in state funding aimed to support the improvement of animal shelters throughout the state. This round of funding represents the eighth installment of the New York State's Companion Animal Capital Fund – a unique program that underlines the state's commitment to enhancing animal care and welfare. According to the Governor's Office official announcement, a portion of the funding, specifically $1 million, is being earmarked for shelters that operate independently of municipal contracts.

"Animal shelters and humane societies are essential in providing a safe, caring environment for companion animals as they wait for their forever homes," Governor Hochul stated in the announcement. The Companion Animal Capital Fund is intended to facilitate infrastructure upgrades for better care, safety, and efficient operations. More directly, it will help with renovating kennels, improving medical facilities, and constructing more cost-effective shelters to alleviate operational costs, as per the Governor's Office.

New York State Department of Agriculture and Markets Commissioner Richard A. Ball praised the fund for enabling significant improvements to the quality of care for companion animals that are fundamental to family life. As quoted in the Governor's Office announcement, "New York's Companion Animal Capital Fund is making a real difference by helping shelters and humane organizations make critical upgrades that improve animal care, safety, and operational efficiency."

The program, since its inception in 2017, has dedicated over $48 million toward enhancing animal shelter facilities throughout New York. For this eighth round, eligible recipients include municipal and incorporated not-for-profit facilities such as pounds, shelters, humane societies, and rescues, stipulating that applicants must provide a minimum of 10 percent of total project costs. Details on eligibility and application procedures can be found on the state's website. Projects funded in 2025 focused on a variety of improvements, including updates to animal living spaces and better heating and ventilation systems. Applications for the current round close by 4:00 p.m. on January 30, 2026.

The impact of this initiative is not lost on local advocacy groups. Libby Post, the Executive Director of the New York Animal Protection Federation, highlighted the state's leadership role in the welfare of homeless companion animals. "Our members' appreciation and thanks go to the Governor and the Legislature for their on-going support for this crucial funding stream," Post said in a statement obtained by the Governor's Office.
