
Showing no signs of slowing down, Honolulu has once again scored a perfect 100 on the Human Rights Campaign's (HRC) Municipal Equality Index (MEI), marking the city's second consecutive year at the top. As reported by the City and County of Honolulu's official website, this achievement showcases Honolulu's unwavering commitment to LGBTQ+ inclusivity in municipal laws, policies, and services. Mayor Rick Blangiardi emphasized the importance of this accomplishment, stating, "Earning a perfect score again in 2025 shows that our commitment is not a one-year effort but a continuing responsibility."
The MEI is an extensive evaluation of 506 cities, looking to assess inclusivity across various sectors. Honolulu's perfect score is reflective of dedicated initiatives, including inclusive workplace benefits and targeted services for LGBTQ+ youth and seniors. It's important to highlight the sheer breadth of the criteria considered, ranging from non-discrimination laws to law enforcement practices. In his statement, Mayor Blangiardi reiterated, Honolulu is stronger when everyone can live openly and fully. The growth from a meager score of 60 just five years before consecutive perfect scores speaks volumes about the city's determination to quickly correct past disparities
In terms of specifics, the MEI measures inclusivity in categories such as city employment, municipal services, and leadership on LGBTQ+ issues, among others. Flex points are available for particularly noteworthy measures, but are capped to ensure cities do not exceed the perfect score of 100. This scoring cap did not deter Honolulu from continuing to push for excellence in LGBTQ+ rights and inclusivity, maintaining its stellar performance.
