Mayor Karen Bass has recently hit a new milestone in Los Angeles' efforts to rebuild the fire-ravaged Pacific Palisades by announcing the first approvals under the city's Standard Plan Pilot Program. This initiative is part of a broader set of emergency actions aimed at quickly reestablishing homes, businesses, and community spaces in the area. As noted by Mayor Bass' office, the program provides a library of pre-approved, code-compliant single-family home designs that have dramatically reduced both permitting times and the associated costs.

Under Mayor Bass' directive, the plan check process for eligible structures is to swiftly move and permit issuance, thereby cutting traditionally lengthy review times. More than 340 construction projects have been confirmed to have started in Pacific Palisades, signaling a robust response to the expedited process. "The City of Los Angeles remains laser-focused on expediting the rebuilding of homes, businesses, and community spaces in the Palisades to get families home, no matter what it takes," Mayor Bass stated.

Since the devastating wildfires, Los Angeles has moved to approve rebuilding permits nearly three times quicker than before, eliminating the need for more than 70% of single-family permit clearances. This streamlined process has resulted in over 1,200 rebuilding plans approved and 1,000+ permits issued for various addresses in Pacific Palisades. According to the city, hundreds of additional rebuilding plans are currently under review.

The use of artificial intelligence (AI) technology to speed up pre-plan check reviews is another initiative led by Mayor Bass. Exploring this technological venture, the city launched Archistar’s eCheck AI Pilot over the summer to aid homeowners and design professionals in ensuring building plan compliance with local rules before full application submission. The pilot now has expanded tools to quickly aid residents and contractors, a convenient update that Mayor Bass has directed to be included in the revised toolkit. A public-private partnership also aims to break ground on rebuilding the Palisades Rec Center in early 2026, with plans for a temporary library to open that same year.

With various executive directives and actions under her belt, Mayor Bass has clearly shown determined leadership in the face of disaster recovery. From suspending the collection of rebuilding fees to providing tax relief for affected businesses, the steps taken under her tenure are designed not just to rebuild but to do so with resilience against future climate challenges. The expedited completion of debris removal and utilities restoration within months, compared to the much longer timelines experienced in past disasters like Paradise's Camp Fire, exemplifies the swift and strategic recovery efforts currently underway in Los Angeles.
