Details provided in the initial search alert described Mr. Carter as 5'10" tall, weighing 145 pounds, with blue eyes and salt & pepper colored hair and beard. He was reportedly wearing a black beanie, a jean jacket, black pants, and black shoes when he was last observed. The concern for Mr. Carter was heightened, not just by his age but, by his diagnosed cognitive condition which made his whereabouts a pressing concern for the authorities and the community alike.
