The proposal also authorizes police to impound devices used or parked in violation of the curfew and instructs that removal, storage and redemption fees be set through the city’s fee schedule, while outlining narrow defenses for commuting, emergencies and ADA-covered needs.

Who’s pushing back

Scooter vendors, riders and some transportation advocates argue a blanket overnight curfew would hit low-income workers who rely on scooters for late shifts and could simply shift unwanted activity into other neighborhoods. A Discovery Green representative put it bluntly to Click2Houston: “This isn’t a scooter issue. It’s a violence issue.” At the same time, the Houston Chronicle has reported that city officials are pointing to an increase in scooter-related crashes and at least one recent fatality as part of the rationale for tightening the rules.

On Wednesday, the ordinance is on the City Council agenda for 9 a.m. The city’s’s ParkHouston page has the draft ordinance, an FAQ, and instructions to sign up to speak at the meeting in the Anna Russell Council Chambers at City Hall. If approved, the curfew would start, authorities could impound scooters under the updated rules, and the Finance Department would set any related fees.
