
Multnomah County families will have additional tuition-free preschool opportunities through the Preschool for All (PFA) initiative, with applications opening tomorrow. The expansion adds over 240 new slots, bringing the total for the 2025–26 school year to more than 3,800. The increase includes both new providers and existing partners adding more PFA seats, according to a county announcement.
The new Preschool for All (PFA) slots include Holly Farm Play School LLC in Portland and Columbia Gorge Montessori in Gresham, as well as Portland-based providers Immigrant and Refugee Community Organization, Multitude of Mercies Foundation, Native American Youth and Family Center (NAYA), Richmond Learning Academy, and Royal Owl Academy II. Families can explore these options when applying starting Monday, while those who have already begun the process should contact the enrollment team to adjust their preferences.
Qualifying 3- and 4-year-olds in Multnomah County are eligible for Preschool for All (PFA) slots with no income requirements. Families can apply online at pfa.multco.us, and applications submitted this week will be considered for the new openings. Preschool for All (PFA) is a county initiative aiming to establish a tuition-free, high-quality preschool system by 2030, supported by more than 64% of voters. The program creates jobs and channels funding to community-based preschool providers, contributing to the local economy. Economists estimate that every dollar invested in high-quality early learning generates a return of $7 to $10. Rachel Pearl, interim Preschool and Early Learning Division Director, highlighted the county’s commitment to expanding access to early childhood education in a county announcement.
