
The debate over the future of Hope Way Apartments is set to reach the Placer County Board of Supervisors on December 16. This meeting could be a pivotal moment for the controversial 240-unit affordable housing project proposed by USA Properties Fund. The board will hear three appeals that challenge the Placer County Planning Commission's October 16 decision, which has sparked a mix of community reactions, as reported by the county's official website.
Documents reveal that the Planning Commission had a split decision, voting 3-2, with one Member choosing to abstain, on whether to approve the design review agreement. This decision came after considering several components of the project, including the design agreement, a series of concessions and waivers under state law, and the project's consistency with environmental impact reports. The Commission's decision to deny the design review notably came despite approving most of the proposed concessions. However, an appeal has been filed by none other than the Placer Citizens for Neighborhood Rights, another by the project applicant, and a third by YIMBY Law. At the heart of the discussion was whether to grant the project nine different concessions and waivers, which are understood to be a crucial aspect for the approval of the affordable housing project. The Commission approved eight and the denial of one significant concession – a deviation from a community plan policy – caused the failure to approve the design review agreement on a 3-3 split vote, as per the county's announcement.
The December meeting of the Board of Supervisors, which will convene at the Placer County Health and Human Services Building at 11484 B Ave. in Auburn, will be open to the public and is expected to address each appeal thoroughly. Interested parties are encouraged to review the agenda and staff report, which are promised to be made available nearly three days prior to the session.
