At the summit, held ahead of the United Nations Climate Change COP30 summit, mayors from around the world presented updates on emission reduction efforts. Data shared indicated that carbon emissions in 73% of participating cities are declining. Portland reported progress toward its 2050 net-zero carbon emissions goal, achieving notable reductions since 2020. Chief Sustainability Officer Vivian Satterfield emphasized the urgency in an official announcement, stating, "The costs of climate change and the impact to our communities are getting starker every day."

Daimler Truck North America's investment in electric truck production, along with the delivery of Portland's first all-electric medium-duty truck, was highlighted as a step forward in heavy-duty transportation electrification.

Attendees at the C40 summit included mayors from cities such as London, Freetown, Rio de Janeiro, Tokyo, Phoenix, Seoul, and Montreal, collectively representing 23% of the global population, as per the City of Portland. Joining Portland Mayor Keith Wilson were Chief Sustainability Officer Vivian Satterfield, PCEF Program Manager Sam Baraso, and Community Engagement and Equity Manager Wendy Serrano.
