
In an effort to curb gatherings of youths deemed risky to public safety, Chief of Police Pamela A. Smith has established two Juvenile Curfew Zones, according to the MPDC's recent release. The areas specified indicate boundaries within Navy Yard to the north, by Interstate 695, 8th Street to the east, Anacostia River to the south, and South Capitol Street to the west; for U Street Corridor, V Street and Vermont Avenue to the north, Florida Avenue and 9th Street in the east, bound by T Street at the south, and 15th Street running from T to V Street along the west end.
This weekend's implementation of the curfew, effective from 8:00 PM to 11:00 PM on both Saturday and Sunday nights, is enacted under the Juvenile Curfew Second Emergency Amendment Act of 2025. Juveniles under 18 are prohibited from gathering in groups of nine or more in any public space within these zones except for certain approved activities, which, the act states, have been exhaustively listed; the city also maintains a regular curfew starting at 11:00 PM nightly and ending at 6:00 AM the following day for all juveniles.
While authorities have not explicitly stated the exact impetus for this amendment, large groups of youths engaging in disruptive or hazardous behavior have historically prompted such actions by city officials. Community leaders and residents have expressed mixed reactions, with some endorsing the measure for the promise of increased safety, and others questioning its effectiveness and fairness in addressing youth behavior and public safety in a nuanced and constructive manner.
