In a recent update from the North Carolina Post-Release Supervision & Parole Commission, inmate Webster Waller, whose life sentence for second degree murder has been the subject of prolonged incarceration, is set for a new chapter as the commission has greenlit his parole. Waller, who has been identified with the Department of Corrections number 0422843, was convicted on October 4, 1993, for a crime that occurred in Granville County and was processed through its Superior Court, as noted in the official press release from the state's Parole Commission.
His route to parole has been secured through participation in the Mutual Agreement Parole Program (MAPP), a tripartite agreement highlighting the commitment between the Commission, the State Prison System and Waller himself; this program emphasizes educational and vocational endeavors that aim to facilitate a smoother reintegration into society, Waller's parole release date is firmly set for December 3, 2025. It is important to recognize that while the current sentencing laws under Structured Sentencing, which came into effect from October 1, 1994, conspicuously do away with the system of parole for new offenses, the cases from before that time, such as Waller's, remain under the purview of the earlier guidelines that still permit parole.
The notification from the Commission, adhering to North Carolina G.S. 15A-1371(3), implies a statutory obligation to inform the media about developments in the parole process. This move comes as part of the state's transitional justice system, which still addresses sentences from an earlier era – one that recognized the possibility of parole. Questions about the specifics of the parole process or other related inquiries can be directed to the Parole Commission at their contact number, (919) 716-3010.
