A West Covina police officer is facing serious charges after being accused of pilfering cash from motorists during traffic stops, a gross violation of the trust placed in law enforcement officials. Officer Jose Garcia, who has been with the force since 2024, is charged with one felony count each of misappropriation of public funds and grand theft by embezzlement, as well as two misdemeanor counts of petty theft, details from the Los Angeles County District Attorney's Office reveal.
The series of incidents that led to these charges began last year when Garcia allegedly conducted a traffic stop on September 21 where he is said to have stolen about $600 from a motorist's wallet and then arrested the victim, and continued through to an incident on February 8, 2025, where another victim accused him of taking $300 from a vehicle's center console before letting them go with a verbal warming. Amidst this troubling pattern, Los Angeles County District Attorney Nathan J. Hochman chastised the breach of conduct, saying, "Stealing from the very people you are sworn to protect is a profound betrayal of the badge," highlighting the erosion of public confidence in those meant to serve and protect.
If the court finds Garcia guilty of these charges, the law prescribes a potential punishment of up to four years in state prison, complemented by an additional one-year jail term. These alleged infractions compromise not only Garcia's career but also taint the cloak of dignity under which the police force operates, West Covina Police Chief Antonio Cortina decried, "any criminal conduct by an officer, particularly involving theft or abuse of public trust, is unacceptable and undermines our mission," as conveyed in a statement. Garcia, born December 24, 1986, in Long Beach, was released with a promise to appear in court for his arraignment set for January 28.
