Carrollton has reaffirmed its status as a top-tier city for public safety by maintaining its Class 1 Public Protection Classification (PPC) rating. This distinction places Carrollton in the top 1 percent of all communities evaluated by the Insurance Services Office Inc. (ISO), a fact that not only speaks to the city's commitment to safety but could also translate to financial benefits for residents in terms of lower insurance rates, according to the City of Carrollton.

The ISO's classification, which is assessed every five to 10 years, indicates that Carrollton's improved fire protection capabilities have tangible benefits: communities with higher ISO ratings often see a more significant reduction in both loss of life and property damage in the event of fires, based on ISO’s compiled statistics, the evaluation of a community's fire suppression capabilities and risk reduction programs account for half of the PPC grade, with the remaining percentage split between the community’s water supply system and its public safety dispatch, and emergency communications. With this continued Class 1 rating, effective as of December 1, 2025, Carrollton residents might witness the impact of these efforts on their personal and commercial property insurance rates.

During a City Council meeting on December 2, Carrollton Mayor Steve Babick and Fire Rescue Chief Michael Thomson were acknowledged with plaques from the ISO and the State Fire Marshal’s Office, in a gesture that solidified the collaborative accomplishments of the city's teams. "I want to thank our staff," Babick stated in an address chronicled by the City of Carrollton, "This is a big team effort and represents a lot of hard work by a lot of people and continues Council’s vision for Carrollton to be the community that families and businesses want to call home."

In 2016, Carrollton boosted its grade from a Class 3 to a Class 1, a leap attributed to advancements in Carrollton Fire Rescue, the North Texas Emergency Communications Center (NTECC), and Public Works-Water Utilities since the community has invested in infrastructure and public safety it's sustained its ISO Class 1 title, being one of just 506 communities nationwide and one of 102 in Texas to achieve this elite ranking as per the information gathered by the City of Carrollton. The ISO evaluations, which have touched over 49,000 communities across the United States, highlight the exclusivity and importance of this designation.
