
The Town of Zebulon has announced Catherine "Katy" Crosby as its upcoming Town Manager, a move set to take effect in February 2026. Crosby, with her extensive experience spanning two decades, is well-versed in municipal management, organizational leadership, and the intricacies of community and economic development, skills she's honed across multiple states and diverse communities, this according to a social media post from the Town of Zebulon.
Her recent tenure at the National Community Reinvestment Coalition as Chief of Community Engagement & Institutional Accountability saw Crosby leading national teams, overseeing economic mobility, housing counseling, and a slew of other community-centric initiatives, and now she prepares to apply her acumen to the diverse, rapidly evolving town of Zebulon, her appointment being approved during the Town Board of Commissioners' December 5 gathering. Crosby, in her enthusiasm for the new role, cited Zebulon's dynamic growth and diversity as key factors luring her to the position, asserting her experience in cultivating productive workplaces, engaging communities, and stewarding organizations through change as aligning with the town's needs.
The Town of Zebulon has voiced its backing, with former Mayor Glenn York affirming, "We are fully confident in this decision and believe Crosby brings the stability, leadership, and vision needed as Zebulon continues to grow." Crosby's résumé includes serving as the Town Manager of Apex, North Carolina, where she oversaw significant infrastructure development and organizational changes, and her stint as the City of Toledo, Ohio's Chief of Staff, where she provided executive oversight across departments and spearheaded operational rejuvenation efforts.
