Officers arrested Javier Antonio Delgado on Monday after calls about unsafe driving in a Horizon neighborhood. Horizon City police say Delgado threatened another driver and showed signs of intoxication at the scene. He was booked into the El Paso County Detention Facility on charges of driving while intoxicated and terroristic threat, with a bond set at $3,000.

According to KTSM, officers reported finding an alcoholic beverage inside Delgado’s vehicle and noted several indicators of impairment. The outlet reports that Delgado refused standardized field sobriety tests and declined to provide either a breath or blood sample. KTSM adds that he was transported to the county jail and booked on a total bond of $3,000.

The Horizon City Police Department said in a Facebook post that investigators obtained a blood search warrant and collected a sample as part of the investigation. In the same post, the department thanked residents who reported the dangerous driving and reminded the public to call the department or dial 911 if they see unsafe behavior on the road. The social media update did not share any additional details about the incident.

Delgado faces DWI and terroristic-threat counts, which fall under different sections of state law. Under Texas Penal Code §49.04, a standard DWI is at least a Class B misdemeanor and can be enhanced when factors such as an open container or a high blood-alcohol concentration are involved. Penal Code §22.07 sets out terroristic-threat offenses that range from Class B misdemeanors to felony charges, depending on who or what is targeted and how serious the threat is.

Area law enforcement agencies have been leaning into impaired-driving crackdowns this year. A multi-agency DWI task force in May netted dozens of arrests across El Paso County, officials told KVIA. Horizon City has taken part in those enforcement efforts as agencies try to rein in dangerous driving during heavy travel times.
