In the wake of the federal shutdown, Hawai'i has initiated a community-focused campaign called the Kōkua Food Drive. The state partnered with the Hawai'i State Public Library System to gather food donations for families hit hard by disruptions to the Supplemental Nutrition Assistance Program. State authorities mobilized to distribute aid with a vigor meant to compensate for the lapse in federal support.

According to a statement from the Governor's office, from November 3 to 7, Hawai'i residents were called to generously donate canned goods and nonperishable items across local public libraries. The Hawai'i National Guard, despite many working without pay amid the crisis, stepped in to quickly yet effectively transport collected goods to food banks.

Major General Stephen F. Logan, the Hawai'i National Guard Adjutant General, played a significant role in the operations' success. Stationing members of the Hawai'i Army National Guard on active duty status in every county ensured that the logistic challenges of moving food to those in need were met with disciplined effort. "Your Hawaiʻi National Guard is 'Always Ready, Always There,'" Logan said, shining a spotlight on the unwavering dedication of Guard members during this operation, as noted by the Governor's office.

The collaborative effort by state agencies and the community saw substantial results. By November 13, over 3,515 households had been served, and the generosity of donors culminated in more than 21,561 pounds of food being collected, an achievement to be proud of in such trying times. Food distribution involved established food banks such as the Hawaiʻi Foodbank, Maui Food Bank, and The Food Basket, ensuring that donated foods were to effectively reach those in need.
