As winter approaches, North Carolinians managing home heating costs can access assistance, as the North Carolina Department of Health and Human Services (NCDHHS) has received federal funding for the Low Income Home Energy Assistance Program (LIHEAP). Starting tomorrow, new applicants who meet eligibility requirements can apply for the Low Income Energy Assistance Program (LIEAP). The funding follows a delay caused by the recent federal government shutdown.

Applicants who did not receive an automatic renewal or notice of automated payment now have the opportunity to apply for heating assistance. In a press release, NCDHHS Deputy Secretary for Opportunity and Well-Being Michael Leighs emphasized the role of the program in supporting households during colder months, noting that heating and energy assistance helps more than 130,000 households each winter. He also highlighted the department’s efforts to provide assistance promptly despite earlier funding delays.

LIEAP provides a one-time payment made directly to the heating vendor to assist with higher heating costs during the winter months. Automatic payments are available for households where members are 60 or older, individuals with disabilities receiving services through the NCDHHS Division of Aging, current recipients of Food and Nutrition Services (SNAP), or those who received a LIEAP payment in the previous season. These households have been notified and do not need to reapply. Other eligible individuals can submit applications through the NCDHHS website or their local county department of social services.

The program has specific eligibility requirements, including having at least one household member who is a U.S. citizen or a qualifying non-citizen, an income at or below 130% of the federal poverty level, and responsibility for their own heating costs. Starting January 2, 2026, all other households meeting these criteria can apply for assistance. Applications will be accepted through March 31, 2026, or until available funds are exhausted.

Last year, the LIHEAP program provided approximately $45 million in assistance to more than 131,000 households to help cover heating costs.
