
Philadelphia’s Department of Sanitation has launched a new Commercial Waste and Recycling Portal, designed to streamline reporting and compliance for local businesses. The online system allows companies to submit required recycling reports and stay current with waste regulations, supporting the city’s sustainability goals.
According to the City of Philadelphia, the portal is designed for ease of use, enabling businesses to submit their Waste and Recycling Plans on time to remain compliant with city regulations. All commercial waste and recycling forms can now be filed through this single platform, replacing the previous system that required multiple submissions. The initiative also includes an updated certificate design for businesses to display their compliance.
By mid-2026, Philadelphia businesses will be able to access inspection reports through the portal. Conducted by Streets & Walkways Education and Enforcement Program (SWEEP) officers, these reports include detailed inspections and violation records, promoting transparency and oversight. The portal also offers content in multiple languages to serve all community members.
The new portal also allows businesses to submit the FM-11, the Act 101 Annual Recycling Report, to the Pennsylvania Department of Environmental Protection (PADEP). Haulers and document destruction companies can submit FM-12 reports through the system, which also provides access to recycling resources such as guides and posters. Education and outreach will be managed by the Department of Commerce, with SWEEP officers supporting businesses in implementing best waste management practices. These efforts align with Mayor Parker’s initiative to promote a greener city while supporting economic opportunities.
Philadelphia’s Department of Sanitation anticipates that the new portal will streamline regulatory compliance for businesses while supporting the city’s broader goal of sustainable infrastructure. Accurate waste and recycling reporting will help the city monitor commercial waste streams and advance environmental, social, and economic sustainability initiatives.
