What matters is maintaining real capacity so we can offer a safe bed for every Portlander, every night, for everyone who wants one," with plans to adjust capacity as needs change, as reported by the City of Portland.

Portland is expanding shelter options for people in need this winter. Mayor Wilson said, "This achievement also belongs to our partners, our service providers, Metro, the State of Oregon, and Multnomah County." He added, "Every warm bed is an opportunity to save a life this winter. Our responsibility is to protect our neighbors, and these beds will help us do exactly that." The City of Portland is using traditional shelter beds and flexible 'flex beds' that can be added as needed, with availability monitored daily to respond quickly.
