According to an announcement on the City of Rock Hill's official website, eligibility requires that nominated homes be owner-occupied and within the city limits. Taking on the mantle of community support, Rolling in Rock Hill unites a variety of groups, including local churches, businesses, and civic organizations, to lend a hand, or rather, a brush, to those unable to undertake such labor themselves.

The initiative has a history of success and generous volunteer participation. In the spring of 2025, 92 volunteers painted 7 homes and the fall saw an impressive increase, with 200 volunteers painting 15 homes. As the program moves forward, the projected goal is to raise that number to at least 20 homes in 2026, with each home's painting costs rounding up to approximately $500.
