
Responding to outcry after a controversial ICE and HSI operation in Saint Paul, Councilmember Anika Bowie took a firm stand alongside the community, demanding justice and a reaffirmation of the city's commitment to immigrant safety. In a statement obtained by local authorities, Bowie expressed solidarity with "immigrant families, community activists, faith leaders," and vocal citizens demanding greater accountability from law enforcement. "The behavior of Saint Paul Police officers during the ICE and HSI raid on November 25 was unacceptable," Bowie asserted, underscoring the breach of trust it caused within the community.
Bowie further highlighted the importance of ensuring residents are free from the fear of being apprehended by law enforcement, whether official or unofficial. To immediately address these concerns, the City Council moved to initiate an independent third-party investigation into the officers’ conduct during the raid, with a vote that took place on the statement's date of publication. The Police Civilian Internal Affairs Review Commission (PCIARC) was also called upon to review body camera footage and make disciplinary recommendations. As Chair of the Public Safety and Community Wellness Committee, Councilmember Bowie is intent on rigorously reviewing the misconduct policy of the Peace Officers Standards and Training Board come January. There is a push to adopt the PCIARC Minnesota state statute, as Bowie believes that "real accountability" necessitates modernizing investigative powers. This approach aims to ensure both city and state systems are fully equipped to address police misconduct.
Bowie also affirmed the competence of Saint Paul Police to manage peaceful protests without resort to violent force, recognizing the city's tradition of civic participation. To restore confidence, she called upon the Police Chief and the Mayor to deliver a public written report clarifying that the police department does not engage in enforcing federal immigration policies. This call to action comes as a direct response to "the hundreds of residents who showed up in protest," insisting that they, and the wider community, deserve the assurance of such a policy.
The statement closes with a call to the people of Saint Paul to report any witnessed or experienced police misconduct to PCIARC, providing contact details for support.
