The incident occurred after 9 p.m. Saturday on 21st Street South, where Walters, reportedly "tortured" and killed his pet birds. An affidavit obtained by FOX 13 News suggests that Walters admitted to grabbing one bird from the air before squeezing, and shaking it until it died. Authorities say he admitted to doing the same to a second bird and then dismembered it.

When St. Pete police officers arrived at Walters’ home, they discovered the dead birds in Walters' garbage pail, noting one of them had been dismembered. As per WTSP's coverage, this gruesome discovery corroborated Walters' confession.

Furthermore, during the arrest, Walters engaged in a struggle with the officers. He reportedly "locked his arms, pulled away from them, pushed them to the side and made them fall," according to the same WTSP report.
