
The Boston City Council recently gained a new member with the inauguration of Councilor Miniard Culpepper, sworn in to represent District 7. His tenure began on January 5, stepping into the role to represent areas in Roxbury and parts of Dorchester, Fenway, and the South End. A native of Dorchester, Culpepper's family has deep roots in the community's fight for civil rights and social justice, as reported by the City of Boston.
Raised on Seaver Street in Dorchester, Culpepper springs from a lineage where his grandparents were activists and community leaders. His grandfather, who marched alongside Dr. Martin Luther King Jr., was one of Boston's forefront fighters for equality and established one of the city's first Black-owned nursery schools. Educated locally and further afield, Culpepper's academic journey took him from English High School to notable educational institutions such as Brandeis University, Howard Divinity School, and Suffolk University Law School.
Throughout his career, Culpepper has shown a deep commitment to fair housing and tenants' rights, which was influenced by his early work as a lawyer and notably when he assisted a friend in purchasing a house in the neighborhood of Grove Hall. His proficiency was eventually recognized at the federal level where he served as Regional Counsel for the U.S. Department of Housing and Urban Development in New England. In this capacity, he was integral in unearthing racial discrimination within the Boston Housing Authority and played a part in securing significant federal funding for the renovation of public housing. His work yielded tangible benefits to housing communities like Academy Homes and the Franklin Park Apartments.
In addition to his work in the public sector, Culpepper has sustained a presence in the community as the Senior Pastor of Pleasant Hill Missionary Baptist Church. His initiatives include founding the Trotter Peace Program, which provides mentorship and career opportunities for youth, and leading the Six Point Peace Plan aimed to reduce violence in the community. During the pandemic, he organized grassroots responses comprising food distributions and vaccination drives, displaying an unwavering dedication to aiding his neighbors during times of crisis.
