After 50 years of service, Fire Chief David Jennings retired from the Flint Hill Fire Department on January 12, 2026. His tenure included significant advancements in York County fire services. Chief Todd Wisner has been promoted to continue the department’s work.

Jennings began with the Flint Hill Volunteer Fire Department on January 1, 1976, rising from Assistant Chief to Fire Chief. Under his leadership, York County established its first fire department special tax district, with Jennings serving as chairman for seven years. He also played a key role in acquiring the department’s first Rural Fire Board–purchased ladder truck in 1990.

Jennings also served as a board member and chairman of the York County Rural Fire Board and as president of the York County Fire Chiefs Association. He will remain in an administrative role through April 15, 2026, to support the department’s transition.

Incoming Fire Chief Todd Wisner brings 20 years of fire service experience. He is pursuing a Bachelor’s Degree in Fire Administration at Columbia Southern University and holds multiple professional certifications. Wisner is also involved in Peer Support for York County First Responders.

According to the York County website, Wisner emphasizes community service in his leadership, saying, "When people matter, everything else falls into place." With his promotion, he succeeds Jennings and continues the Flint Hill Fire Department’s tradition of strong leadership.
