
In an effort to improve living conditions for older residents, Knox County has launched a program offering free home improvements aimed at enhancing safety, accessibility, and overall quality of life for the income-eligible elderly. The Knox County Home Rehabilitation program (KCHR) focuses on installing features such as grab bars, accessibility ramps, comfort-height toilets, and addressing potential tripping hazards within homes. Eligibility requires homeowners to be 62 years of age and older, meet specific income guidelines, and occupy a house within Knox County but outside the jurisdictions of Knoxville and Farragut.

The program is not solely for immediate needs but also includes preventive measures to avoid deterioration of homes. The KCHR offers two avenues for assistance: an emergency repair service focusing on urgent life, safety, or health threats, and a minor home repair loan for problems not posing immediate dangers. According to a statement obtained by WATE, these loans are interest-free. Furthermore, these services and improvements are not available to those planning to sell or rent their property post-repairs, nor to homeowners with reverse mortgages.
Adding to the suite of interventions, KCHR provides a customized service where older adults can consult with an occupational therapist to ensure homes are adapted to aging needs. This part of the program, funded wholly by grants, does not require repayment by the beneficiaries. As described by WBIR, the program "is designed to strengthen the long-term quality of housing in Knox County." The initiative reflects a growing recognition of the importance of modifying living environments to support aging populations in maintaining independence and preventing accidents within the home.
