
A new chapter in Knoxville's housing narrative unfolded with the ribbon-cutting for the Overlook at Beaumont, an affordable housing complex and the first development in the ambitious Transforming Western Initiative. Knoxville Community Development Corporation (KCDC) and local officials came together to celebrate the opening of 76 mixed-income units aimed at revitalizing the local community. According to WVLT, KCDC Executive Director and CEO Ben Bentley emphasized that the initiative is a holistic approach to community transformation that ingeniously combines housing with access to services like education, employment, and healthcare.
The Overlook at Beaumont offers 31 subsidized, 30 affordable, and 15 market-rate apartments, a diverse mixture that aligns with the initiative's goals to create a balanced community. "We have CAC as our people partner, really investing in resources for people to be able to get additional education to grow incomes," Bentley told WATE. Mayor Indya Kincannon reflected on the project's importance, recalling her family's ties to the region and expressing hope for the community's renewed choice and vibrancy.
Funded in part by a $40 million U.S. Housing and Urban Development Choice Neighborhoods grant and over $26 million from the city, the initiative represents a significant investment in regional development. WBIR detailed the plan's emphasis on mixed-income community makeup and its process informed through extensive community input. Alongside The Overlook at Beaumont, 232 units at the adjacent Historic Western Heights were renovated and opened in 2025.
"These projects are not developed so that they’re affordable for five or 10 years," Bentley mentioned regarding the project's long-term goals. "They will be perpetually affordable and serving the community in the way that Western Heights is 80, 90 years old, we want the next 80 or 90 years of Western Heights to begin with this chapter," WATE stated.
