
Mayor Zohran Mamdani has named Rafael Espinal as the new Commissioner of the Mayor's Office of Media and Entertainment (MOME). According to the City of New York, Espinal currently leads the Freelancers Union, which focuses on the rights of gig workers, and previously served on the New York City Council, where he addressed issues related to artists and small businesses.
The appointment of Espinal is part of an initiative aimed at addressing the impact of rising living costs on the city’s cultural community. Mayor Mamdani said that the cost-of-living challenges are contributing to artists leaving the city. Deputy Mayor for Economic Justice Julie Su stated that cross-government collaboration is being used to support sectors that represent the city’s creativity and provide jobs.
Espinal will lead initiatives aimed at supporting the city’s creative community. He said he is joining Mayor Mamdani’s administration to head the Mayor’s Office of Media and Entertainment and plans to work on creating conditions that enable artists and freelancers to continue contributing to New York’s cultural landscape.
The Mayor’s Office of Media and Entertainment (MOME), which oversees the Film Office, NYC Media, and the Press Credential Office, plays a key role in the city’s creative economy. In 2017, the sector employed more than 293,000 people, reflecting its economic and cultural significance. Under Espinal’s leadership, the city intends to support artists and independent workers, helping them continue to contribute to New York’s cultural and economic landscape.
