The case has pulled in multiple partners, including the Texas Alcoholic Beverage Commission and the Tarrant County Human Trafficking Task Force. All told, the cooperative effort has consumed more than 900 resource hours, according to KERA News, a workload that hints at just how sprawling one club investigation can become.

Who Was Arrested And What They Are Charged With

“Operation Safe Stage was a success and I am extremely proud of the work that went into it,” Arlington Police Chief Al Jones said in the Arlington Police Department’s release.

The city’s statement identifies four additional club managers now facing charges: 37-year-old Frank Budai, 32-year-old Allan Salcido, 30-year-old Jonathon Rivera and 27-year-old Trevor Brossette. Each is charged with one count of aggravated promotion of prostitution and one count of engaging in organized criminal activity, according to the release.

They join two other managers, Oziel Ramos and Ariel Tapia, who were arrested during the October raid on warrants for aggravated promotion of prostitution. Those initial arrests were first detailed when police arrested two managers during the early phase of Operation Safe Stage.

Drugs, Cash And Other Evidence Seized

Detectives say the investigation also uncovered a separate alleged drug operation tied to the club. Undercover officers identified 32-year-old Aaron Perez as a dealer who sold illegal drugs to officers on multiple occasions, then obtained warrants charging him with three counts of manufacture or delivery of a controlled substance, according to The Dallas Morning News.

During the October operation, investigators seized nearly $13,000 in cash, drug paraphernalia and multiple digital devices, officials said in reporting by KERA News. Those items are now part of the growing stack of evidence that detectives are still sifting through.

Victim Services And Possible Civil Action

Alongside the arrests, police say they moved to get help for people they identified as potential trafficking victims. The department coordinated with anti-trafficking nonprofits and connected alleged victims with resources, including Rescue Hill and Rescue Her, CBS Texas reported.

City officials are also weighing civil enforcement options against Chicas Locas while the Texas Alcoholic Beverage Commission pursues a separate inquiry into the club’s licensing. In other words, the fallout for the business could extend well beyond the criminal courtroom.

Under Texas law, aggravated promotion of prostitution is defined in section 43.04 of the Penal Code. The charge of engaging in organized criminal activity is outlined in section 71.02 of that same code on Texas public law, and it can raise the severity level of the underlying offenses.

A first-degree felony in Texas carries a potential punishment of five to 99 years in prison, or life, along with an optional fine, according to Texas Statutes in Penal Code Chapter 12.
