Mayor Zohran Mamdani has signed Executive Order 11, which addresses the regulatory framework affecting small businesses in New York City. The order focuses on the city’s more than 6,000 regulations and requires an inventory of associated fees and civil penalties. According to the City of New York, the goal of the directive is to reduce financial burdens on businesses.

The initiative is intended to adjust the regulatory framework for local businesses. Deputy Mayor for Economic Justice Julie Su will lead the interagency effort. Mayor Mamdani stated that small businesses are a key part of New York City and that the executive order is designed to reduce fines and fees that affect business operations.

Under Executive Order 11, seven City agencies are required to complete a detailed audit of their fee collections within 45 days, identify reducible penalties within 90 days, and pursue legislative changes for further reductions within 180 days. Mayor Mamdani has emphasized the role of small businesses in the city and framed the initiative as a measure to address regulatory and financial challenges they face.

By the end of the year, city officials plan to assess the possibility of an amnesty and relief program for business owners. Deputy Mayor Su stated that the initiative aims to include small businesses more directly in the city’s economic policy considerations. The program may represent a change in how the city engages with small business operations compared with previous administrative approaches.
