Baltimore County Fire Chief Joe Dixon confirmed to FOX Baltimore that the fire began on the third floor and affected several floors above and below. Firefighters conducted rescues using ladders to extract residents stranded on balconies, as heavy smoke conditions made traditional escape routes untenable. Even after the main threat was neutralized around 8 p.m., the effort continued as rescue workers exercised due diligence to ensure all inhabitants were clear of the hazard.

One particular account of the harrowing experience came from a resident who found himself trapped for about an hour. "I tried to get to the door outside to get to the closest stairway. As soon as I opened the door, thick black smoke was covering everything and the fire was coming below. I tried to go down but there was even thicker smoke and it was way hotter, so I knew I was stuck. So, my only chance was staying on the balcony and just wait for help to come, which thank God they did and I'm OK now," the resident told WBAL-TV 11 News.

Authorities have yet to determine the cause of the fire, and the investigation remains ongoing. Fire crews managed to fully extinguish the blaze by 8:30 p.m. and spent time thereafter clearing smoke from the building.
