The planned upgrades include kitchen and bathroom renovations in numerous units, energy-efficient lighting systems, and the installment of new electrical service and heating solutions.

An important facet of these renovations is the emphasis on sustainability and cost-effectiveness. The project consists of implementing a new 115 KW rooftop solar PV system, expected to offset around 60% of the total site energy use. Furthermore, the introduction of two electric vehicle (EV) charging stations is set to accommodate the growing demand for environmentally-friendly transportation options among residents. These enhancements aim not only to improve the quality of living for the residents but also reduce the long-term operational costs associated with the property.

Residents and stakeholders may review the Environmental Review Record (ERR) online or at the City of Portland Housing Bureau’s office and submit public comments by January 20, 2026. The city, through certifying officer Anna Shook, has confirmed that all environmental review requirements have been met, a condition for HUD to release funds. HUD will consider any qualifying objections within 15 days after the funding request is submitted.
