An early-morning shooting outside a Fort Worth apartment complex in December that left a 24-year-old man dead has led to the arrest of a 31-year-old woman, police say. Officers arrested the woman, identified in booking records as Shaquoia Kelly, yesterday at the Fort Worth Police detention facility on a capital murder accusation. The victim, Lawrence Chance Homan, was shot at an apartment complex in the 6400 block of Wildwood Circle and later died after being taken to John Peter Smith Hospital, according to authorities.
Kelly was booked yesterday on a capital murder charge listed in jail records after investigators obtained an outstanding warrant, as reported by the Star-Telegram.
What the police say
According to a Fort Worth Police Department news release, the shooting happened just before 4:45 a.m. on Dec. 12 in the 6400 block of Wildwood Circle. Investigators say two people approached a vehicle as the driver prepared to leave. One of the suspects pulled a gun and fired, hitting Homan. He was transported to John Peter Smith Hospital and later died in an operating room. Detectives have described the incident as isolated while they continue collecting evidence and interviewing witnesses.
An earlier arrest in the case
Kelly is the second person arrested in connection with Homan's killing. Investigators previously arrested 30-year-old Kareem Hardin on Dec. 23 on an outstanding capital murder warrant, The Dallas Morning News reported. Hardin remained in the Tarrant County jail with no bail set as of late December, according to jail records cited in that reporting.
Legal context
Under Texas law, a murder can be charged as a capital offense when it occurs "in the course of" certain other crimes, including a terroristic threat, under Texas Penal Code §19.03. That structure explains why some reports describe the allegation as capital murder tied to a terroristic threat. The statutory language is laid out in Texas Penal Code §19.03 and in the separate provision on terroristic threat.
Investigation ongoing
Fort Worth homicide detectives say the investigation remains active, and no additional suspects have been publicly identified. Anyone with information is asked to contact the Fort Worth Police Department at 817-392-4222 or submit tips anonymously to Tarrant County Crime Stoppers at 469tips.com, according to the police release.
