
A routine daycare drop-off in Shoreline suddenly turned into a tense immigration enforcement scene when ICE agents detained a father as his two-year-old sat strapped into the back seat, witnesses say. Bystanders and volunteers who recorded video of the encounter say the child remained alone in the vehicle for about 30 minutes before a family member arrived and the boy was reunited with his mother.
According to King 5, the man has been identified as Ivan Guzman and was taken into custody at the intersection of N 163rd and Aurora Avenue N. King 5 reports that Guzman is being held at an ICE facility in El Paso, Texas, and that federal officials had not released additional details about the reason for the arrest.
Witnesses Describe a Tense Scene
Volunteers and community observers say several unmarked ICE vehicles pulled in and blocked lanes of traffic while agents surrounded the father’s car. Neighbors describe a drawn-out standoff feel rather than a quick stop, with agents staying on scene while people gathered nearby and started filming.
A first-person account published by The Burner Seattle said advocates remained close by, recording video and offering care and comfort to the toddler as agents waited for someone from the family to arrive.
Family Reunited; Local Business Affected
As reported by King 5, a family member eventually picked up the boy from the scene, and he was later reunited with his mother. The fallout did not end there. The owner of El Cubano To Go, Veronica Castañeda, told reporters her restaurant lost its lead cook as a result of the detention.

The arrest is already prompting questions about how aggressive federal immigration actions intersect with everyday routines like childcare drop-offs, and whether local safeguards are enough to shield families from scenes like this. Seattle has long had policies intended to limit city employees’ involvement in immigration enforcement, including Ordinance 121063, which directs staff not to inquire into immigration status except when required by law, according to the City Council.

Advocates note that similar confrontations have rattled communities elsewhere in the region. An Associated Press report last year described an arrest outside a Beaverton, Oregon, preschool that left families shaken and intensified debate over immigration arrests near schools and daycare centers.

Local immigrant rights groups say they are tracking the case closely and offering support to Guzman’s family while he remains in federal custody.
