
Charney Companies has requested city approval to add approximately 50 additional condominiums to its under-construction tower at 95 Rockwell Place in Fort Greene by utilizing a transit bonus that could add about 10 stories. If approved, the building would exceed 50 stories, altering the streetscape near the Brooklyn Academy of Music. The developer has stated that it will privately fund improvements to the nearby Nevins Street subway station. Construction on the project is currently in the early stages.
DCP application seeks extra floors and units
According to The Real Deal, Charney has filed an authorization application with the Department of City Planning seeking about 10 additional stories and roughly 34,000 square feet of new space. The filing asks for a transit bonus authorization to expand 95 Rockwell Place by roughly 50 units. If approved, the tower would rise to about 53 stories and top out at more than 200 condominiums.
Financing and schedule
Charney announced a $135 million construction loan for the project in May 2025, with BH3 Fund Advisors and Madison Realty Capital providing the financing, according to the developer's press release. Coverage by the Commercial Observer notes that the firm acquired the site in 2023 and began demolition in May 2024 after initial permits called for a 40-story, roughly 161,000-square-foot tower. Industry outlets have floated different completion dates since then as the project continues through early construction and permitting.
Transit bonus tied to Nevins Street upgrades
Per The Real Deal, Charney says it would privately fund improvements to the nearby Nevins Street subway station, including better accessibility and increased capacity, as the public benefit in exchange for the extra density, although the developer has not disclosed a cost estimate. The Real Deal also reports that construction is still in early stages and that completion is not expected until 2028.
What comes next and the bigger Brooklyn picture
The Department of City Planning will review the application before any additional floors at 95 Rockwell Place can be approved or constructed. The department’s decision will determine whether Charney Companies can proceed with the expanded condominium plan. The project is part of a broader Brooklyn strategy by Charney and its partner Tavros, who have recently secured significant financing for a multi-building development in Gowanus and other areas, according to company press materials and local reporting.
