Terrebonne Parish Special Victims Unit detectives say a 28-year-old New Orleans man was arrested after investigators uncovered what they describe as extensive digital evidence of inappropriate communications with a juvenile.

Authorities identified the suspect as Joseph Oliver Ellis, who was taken into custody in New Orleans by a U.S. Marshals Task Force before being transferred to the Terrebonne Parish Criminal Justice Complex. Ellis faces warrants for indecent behavior with a juvenile and computer-aided solicitation of a minor. Local judges set his bond at $150,000, and officials say he later bonded out while the case remains under investigation.

According to a news release from the Terrebonne Parish Sheriff's Office, SVU detectives opened the case in February after receiving allegations that a juvenile had been involved in inappropriate communications with an adult man. Detectives met with the victim and a family member, documented the reported communications and recovered what they describe as a significant amount of digital evidence, which was then used to secure arrest warrants.

KQKI News reports that members of the U.S. Marshals Task Force picked up Ellis in New Orleans during the early morning hours of Feb. 13. He was transferred to Terrebonne Parish on Feb. 19 to face the outstanding warrants. The U.S. Marshals Service notes that its Eastern District task forces work alongside local agencies across the region to locate and arrest people wanted on serious felony warrants.

Charges Under State Law

Both listed charges carry hefty potential penalties under Louisiana law. According to Justia, Louisiana's indecent behavior with juveniles statute, La. Rev. Stat. § 14:81, covers lewd acts or communications involving persons under 17 and can result in prison time on conviction. A separate statute on computer-aided solicitation, Justia notes, makes that conduct a felony, often with mandatory hard-labor terms and possible sex-offender registration if a defendant is found guilty.

Investigation Status And Sheriff’s Comment

Sheriff Tim Soignet publicly praised his SVU detectives in the agency release, saying they "do an unbelievable job" handling what he called complex and tragic situations while working to support victims and families. The sheriff's office emphasized that the investigation is still active and that Ellis, like all arrested individuals, is presumed innocent until proven guilty in a court of law.

Terrebonne Parish authorities say detectives will keep building the case and coordinating with prosecutors as it moves toward any formal filings or court proceedings. Officials are asking anyone with additional information to contact local investigators or the New Orleans task force tip lines.
