
A former Tellico Plains police officer is facing a slate of felony charges after a Monroe County grand jury on Wednesday indicted him on counts that include statutory rape, official misconduct, and false reporting. The ex-officer, 24-year-old Clayton Foxx, was booked into the Monroe County Jail with a bond set at $200,000 following the grand jury action. The case stems from a Tennessee Bureau of Investigation probe into alleged sexual contact with a minor while Foxx was on duty. The accusations remain allegations, and Foxx is presumed innocent unless and until they are proven in court.
TBI special agents opened the investigation in April 2025 at the request of 10th Judicial District Attorney General Stephen Hatchett, according to WATE. That outlet reports that agents focused on whether the alleged conduct occurred while Foxx was performing official duties and that he allegedly provided false information in two separate interviews with investigators. After gathering evidence for prosecutors, agents presented their findings to a Monroe County grand jury.
The grand jury returned indictments charging Foxx with one count of official misconduct, one count of statutory rape, and two counts of false reports, as reported by 3B Media News. With assistance from the McMinn County Sheriff’s Office, TBI agents arrested Foxx and transported him to the Monroe County Jail, where booking records list his bond at $200,000. Both outlets note that the charges are accusations that must be proven in court.

Statutory rape charges in Tennessee involve allegations of sexual contact with someone below the state’s age of consent. Official misconduct and false-report charges typically concern alleged abuse of public office and giving misleading or untrue statements to investigators. With the indictments now filed, the case will move through Monroe County criminal court, where Foxx will be formally arraigned and given the opportunity to respond to the charges.
