Two men landed in police custody early Tuesday after investigators say they muscled their way into a building in the Elmwood Park section of Southwest Philadelphia, claimed they were cops and tried to order everyone inside around. The incident unfolded in the early-morning hours on the 6300 block of Theodore Street. Three people were inside at the time and no injuries were reported, according to city officials.

Police account of the break-in

Philadelphia police stopped two men as they walked out of the property at about 3:09 a.m. and quickly determined neither had any law-enforcement credentials. Investigators say the pair, described as 62 and 57 years old, forced open the front door, yelled “police” several times and commanded everyone to come downstairs, all without showing badges or any other insignia.

Nothing was taken from the people inside, who police identified as a 29-year-old man and two women ages 22 and 25. Officers also recovered a Chevrolet truck at the scene, according to NBC10 Philadelphia.

Charges and legal stakes

Police say the investigation is still active and that prosecutors will ultimately decide what charges, if any, to file. Under Pennsylvania law, impersonating a public servant is generally a misdemeanor of the second degree. The statute also allows the offense to be bumped up to a felony if the person intended to defraud or injure someone, as outlined in 18 Pa.C.S. § 4912.

How to report tips

The Philadelphia Police Department is asking anyone with information or video related to the case to call its tip line at 215-686-TIPS (8477) or to contact the Southwest Detective Division. The department’s news blotter lists the hotline and provides guidance for submitting tips, according to the Philadelphia Police Department.

Neighborhood context

Elmwood Park has seen its share of serious incidents in recent years, and residents say late-night crime remains a concern. Hoodline previously covered a fatal Elmwood Park shooting in December, a case that underscored ongoing worries about neighborhood safety.

Why it matters

Although no one was hurt in this incident, investigators say it highlights how quickly a claim of authority can be weaponized to scare and control people. Similar arrests involving alleged police impersonators have surfaced in Philadelphia over the years, according to reporting by Philadelphia Magazine, and detectives continue to urge residents to check for proper identification and call 911 if something feels off.
