Kent’s committee-of-the-whole and council workshop on Tuesday turned into a marathon of behind-the-scenes city business, with staff moving a stack of administrative items that clear the runway for redevelopment, housing projects and the city’s next round of federal grant funding. A bundle of consultant contracts, grant plans and a regional housing resolution was sent forward for upcoming council agendas, covering everything from an EPA-funded brownfields study to city liability insurance renewals.

According to a post on X from the City of Kent that summarized the committee-of-the-whole workshop, staff advanced a consultant services agreement tied to Kent’s FY24 EPA Brownfields community-wide assessment grant, an extension of a King County services contract, the draft 2026–2030 arts plan, the draft 2026 Community Development Block Grant Annual Action Plan and related contracts, a resolution authorizing South King Housing & Homelessness Partners to execute agreements for affordable-housing funding, an amendment to a temporary-staff consultant agreement, and a presentation from the city attorney on liability insurance renewals. The City of Kent noted the workshop took place on Tuesday.

Brownfields Assessment And Consultant Search

Kent has been selected for an FY24 EPA Brownfields community-wide assessment grant that will help the city inventory and evaluate potentially contaminated properties in the downtown and Midway areas, with an eye toward eventual reuse. Staff are lining up a consultant to handle Phase I and Phase II environmental site assessments and community outreach under the grant.

The U.S. Environmental Protection Agency grant fact sheet lists roughly a $500,000 award and outlines the planned assessment and reuse-planning work. The city has posted a request for proposals for professional services to implement the grant on its procurement listings.

CDBG Annual Action Plan And Local Priorities

Staff also pushed forward the draft 2026 Community Development Block Grant (CDBG) Annual Action Plan and related contract recommendations. That package sets out proposed spending on housing, public services and infrastructure that serve low- and moderate-income residents.

The CDBG materials, including public notices and the 2026 draft documents, are available on the program webpage, which also explains how residents can review the plan and submit comments, according to the City of Kent.

South King Housing Fund And Regional Pact

On the regional front, council was asked to adopt a resolution that would authorize the administering agency for South King Housing & Homelessness Partners (SKHHP) to execute agreements moving Kent’s local contributions into SKHHP’s Housing Capital Fund for affordable housing projects.

Kent’s resolution table shows the city has adopted similar authorizations in past years, and regional partners say SKHHP’s pooled funding approach helps steer dollars to projects across South King County. More background on the partnership is available from the City of Kent and from the Puget Sound Regional Council’s writeups on SKHHP.

Regional Homelessness Briefing

Normandy Park Mayor Eric Zimmerman, who serves as a SKHHP delegate, briefed Kent councilmembers on regional strategies for addressing homelessness and on local coordination efforts. Normandy Park’s official site lists Zimmerman as mayor and a SKHHP representative, and the City of Kent’s meeting summary notes his presentation during the workshop.

What’s Next

Most of the workshop items are now headed for upcoming council agendas for formal action, so residents can expect votes in the weeks ahead. Agendas, minutes and live streams for council and committee meetings are available through Kent TV21 and the city’s meeting portals for anyone looking to follow along or weigh in.
