According to The Sacramento Bee, dispatch logs show callers contacted authorities after seeing a vehicle in the water near the intersection of Twin Cities Road and River Road, triggering the multi-agency response. That crash, which authorities said occurred amid heavy fog, has been cited as a stark reminder of how narrow levee roads and low visibility can turn the Delta into a dangerous place for drivers.
