
New York City Mayor Zohran Kwame Mamdani has named six new appointees to the Rent Guidelines Board (RGB), aiming to balance the pressing needs of rent-stabilized tenants and the economic realities of housing in the city. The RGB, responsible for setting rent adjustments for stabilized units, has welcomed Chantella Mitchell as its new Chair. She's joined by Sina Sinai, Lauren Melodia, and Brandon Mancilla as public members, Maksim Wynn representing owners, and Adán Soltren, reappointed as a tenant representative.
Mayor Mamdani's office emphasizes the board's crucial role in navigating the complexities of New York’s housing landscape, as the RGB assesses a variety of parameters like housing economics, supply-demand metrics, and tenants’ financial burdens. Mitchell's prior experience with the New York Community Trust and City's Department of Housing Preservation and Development (HPD) might serve as an asset in her leadership of the board. These appointments come at a critical time when many New York families struggle to maintain their homes, as stated by the Mayor's Office.
The RGB's tasks in the upcoming months are data-intensive and transparency-driven, involving the collection and publication of pertinent housing data, listening to expert testimony, and establishing preliminary rent adjustment guidelines. Additionally, public hearings across the five boroughs will be scheduled, inviting residents' participation before finalizing the adjustments effective from October 1 to September 30, 2027. Mitchell herself expresses her commitment to her new role and the Board’s objectives, as reported by the Mayor's Office.
This restructured board comprises individuals with diverse backgrounds in housing, finance, labor, and legal services. For example, Maksim Wynn brings experience from the Procida Development Group and city agencies like HPD and DHS, while Adán Soltren brings his expertise from the Legal Aid Society and academia. As these new members settle into their roles, the Mayor's choice signals an attempt to infuse the RGB with a wide range of insights and expertise to face the city’s affordability challenge head-on.
