
Oklahoma House Speaker Pro Tempore Anthony Moore has introduced several education-related bills aimed at student learning and access to higher education. One proposal, House Bill 4358, would limit student screen time to one hour per school day for students in prekindergarten through fifth grade. The measure is scheduled to take effect during the 2026–27 school year, according to the Oklahoma House of Representatives.
Moore has also introduced House Bill 4359, which would move the state academic assessment testing window to May each year, beginning next school year. The bill will be considered during the Second Regular Session of the 60th Legislature, which began on Monday. According to Moore, the change is intended to preserve instructional time and ensure assessments reflect a full academic year.
Another proposal, House Bill 4326, seeks to expand eligibility for the Oklahoma Higher Learning Access Program, also known as Oklahoma’s Promise. The bill would extend scholarship eligibility to the children of additional education professionals. It builds on legislation passed last year that granted eligibility to children of certified teachers with long-term service.
House Bill 4386 would clarify the definition of a certified teacher and expand Oklahoma’s Promise eligibility to students enrolled in CareerTech programs and those in state or tribal custody.
