New York City's Fair Fares program, which gives eligible low-income riders half-price subway and eligible bus fares, is now plugged into OMNY, officials announced Monday. How It Works for Riders

During the first phase, the Fair Fares discount is delivered on Fair Fares-issued OMNY cards that the city mails to approved applicants. Current Fair Fares MetroCard holders can request an OMNY card through the ACCESS HRA portal or keep using any active MetroCard until it expires, according to ACCESS HRA.

Riders can add value to OMNY cards at station vending machines, select retailers, online through an OMNY account, or by phone, per OMNY.

Who Qualifies

The benefit is aimed at New Yorkers ages 18 to 64 who meet the program’s income and documentation rules. The city says enrollment is available regardless of immigration status and that a recent eligibility expansion has widened access, according to the Mayor's Office. The release points riders to the official Fair Fares portal for exact income brackets and lists of acceptable documents.

Why This Matters

Automatic fare capping in OMNY is meant to reduce the risk of unexpected costs. As the Mayor's Office put it, “no Fair Fares client will pay more than $17 per week” when using a Fair Fares OMNY card. The MTA has also made the seven-day fare cap permanent for OMNY users, a change officials say will simplify fares and can lower weekly spending for frequent riders, according to the MTA.

How To Sign Up and Switch

New applicants and renewals are directed to use the ACCESS HRA Fair Fares portal and select the “subways and eligible buses” discount type to receive an OMNY card. The city recommends downloading the ACCESS HRA mobile app to upload documents and suggests calling 311 for help. Once enrolled, users can reload their Fair Fares OMNY card online, at vending machines, or at participating retailers.

Advocates Want More

Transit advocates have welcomed the OMNY rollout for Fair Fares enrollees but note the program still reaches only a portion of New Yorkers who could benefit and say take-up remains low, per reporting by Spectrum News. Rider groups have urged city and MTA leaders to simplify enrollment and consider expanding eligibility so more working families can access discounted rides, as organizations including the Riders Alliance have argued.
