A 45-year-old Tampa man is behind bars after Hillsborough County deputies say he orchestrated a barrage of sex-related crimes involving a juvenile and an animal, with investigators tracing the alleged abuse through a web of online chats and images.
Detectives with the sheriff’s Internet Predator Unit arrested Marcos Proctor on Tuesday in Hillsborough County after securing a search warrant as part of their investigation. According to the Hillsborough County Sheriff's Office, investigators allege Proctor directed a juvenile to perform sexual acts with an animal and exchanged images documenting the abuse.
Proctor faces a staggering list of charges, all tied to what authorities describe as an ongoing online exploitation case. He was charged with 4 counts of promotion of a sexual performance by a child, 100 counts of transmission of harmful material to a minor, 100 counts of possession of child pornography with intent to promote, 65 counts of filming, distributing or possessing images or video of sexual activity with an animal, 17 counts of in-state transmission of child pornography by electronic device, and 15 counts of engaging in sexual contact with an animal, according to the sheriff’s office.
Detectives say they recovered chat threads between Proctor and a juvenile that included images of the juvenile engaging in bestiality at Proctor’s direction. “Someone who commits such heinous crimes involving a minor should be swiftly removed from our streets,” Sheriff Chad Chronister wrote in the Facebook post.
Charges And What They Mean
The mountain of counts lodged against Proctor falls under Florida laws that deal with sexual performance by a child and criminal acts involving animals. State law explicitly defines “sexual bestiality” and classifies the filming or possession of such material as a felony.

HCSO’s Internet Predator Work
The arrest lands as the sheriff’s office publicly leans into digital forensics in its fight against online child exploitation. Earlier this month, an undercover operation by HCSO’s Human Trafficking Section and Internet Predator Unit resulted in 89 arrests and more than 1,200 felony charges, according to the Tampa Bay Times.
Deputies say phones, computers and chat logs often become the backbone of such cases, providing the digital breadcrumb trail prosecutors rely on. The sheriff’s office typically coordinates closely with local prosecutors as cases move from investigation to the courtroom.

The charges against Proctor remain allegations, and he is presumed innocent unless and until proven guilty in court.
