Tredway has closed on the sprawling complex and is promising to keep rents in reach while pouring money into long overdue repairs. The deal keeps hundreds of rent stabilized homes near the boardwalk from sliding into luxury territory after years of salt, storms and deferred maintenance. Under the new ownership, residents are set to get long term rent protections while the company tackles structural fixes, weatherization and energy upgrades.
According to PR Newswire, Tredway entered into a regulatory agreement with the New York City Department of Housing Preservation & Development that brings all apartments into rent stabilization. The agreement extends affordability for 423 units at 60 percent of area median income and 179 units at 80 percent AMI, the release says. Tredway framed the move as preventing "substantial imminent rent increases" for current residents.
Sale details and who brokered it
Tredway paid roughly $88 million to buy Ocean Park from The Related Companies in a deal arranged by Ariel Property Advisors' Victor Sozio, Shimon Shkury and Remi Mandell, according to Commercial Observer. The transaction was later singled out with a CoStar Impact Award for Sale/Acquisition of the Year, a nod to preserving affordable housing instead of converting it to market rate, as reported by CoStar.
Loan package and timeline
Financing for the acquisition included a $60.5 million balance sheet acquisition loan provided by Merchants Bank, per Merchants Capital. The lender said the funds will stabilize operations and back immediate capital work to remedy oceanfront exposure that has caused deterioration. Renovation work began in May, and the lender's announcement says the work is expected to be completed in 2026.
Repairs, resiliency and efficiency
Tredway's rehabilitation plan includes critical structural repairs, replacement of the parking deck and roof, extensive waterproofing, window weatherization and façade work to address decades of salt air corrosion, CoStar notes. The owner is also installing resiliency infrastructure and energy efficiency measures, from low flow fixtures to LED lighting and Energy Star appliances, designed to reduce operating costs for residents. Company materials say these improvements aim to protect the towers from future storm damage and lower long term maintenance burdens.
More than repairs: services for residents
Residents will get expanded monthly food distributions through a partnership with City Harvest and free swim and water safety programming run with the nonprofit Rising Tide Effect, according to Merchants Capital. Rising Tide's Ocean Park program page details swim lessons and lifeguard training at the complex' pool for residents and friends of residents at 120 and 125 Beach 17th Street. Tredway said the social service tie ins are part of a broader preservation plan that couples physical upgrades with supports for families.
Officials praise the preservation
Local elected officials hailed the deal as a hedge against displacement. "Preserving affordable housing in Far Rockaway is essential to protecting our communities from displacement and ensuring local families can continue to build their futures here," New York City Council Majority Whip Selvena N. Brooks Powers said in a statement, per PR Newswire. Tredway founder Will Blodgett added the company is "pleased to take on the stewardship" and to execute a preservation that strengthens affordability while providing critical capital repairs.
