Charging documents obtained by WMAR2 News state that closed-circuit cameras captured four males walking near Bens Drive before they opened fire toward the spot where the victim was standing. According to the report, three other people were hit in the barrage, including a 17-year-old who had been standing next to the victim.

Arrest, custody and city response

Police later identified Lattimore as a suspect and took him into custody, where he is being held without bond at the Jennifer Road Detention Center, a police news release cited by Patch reported. Annapolis Mayor Jared Littmann weighed in on the arrest, saying, “This arrest is an important step toward justice for the victim and loved ones,” according to Patch.

Evidence investigators say tied the suspect to the scene

Investigators say the break in the case came from social media and a seized cellphone. Charging documents reviewed by WMAR2 News indicate detectives picked out Lattimore from an Instagram video that showed him with firearms consistent with those used in the shooting. A search warrant for his phone allegedly turned up a written admission.

The same documents say Lattimore had discussed planning the attack as early as May 6, 2025, and described the shooting as retaliation after his grandmother’s house was shot at. Investigators also say the getaway vehicle was reported stolen through a Virginia police department and that GPS data showed it traveling from Baltimore to Annapolis on the night of July 5-6, then fleeing back toward Baltimore at speeds topping 100 mph.

Victim and earlier investigation

Local coverage from the night of the shooting reported that 23-year-old Raishaun Tylek Mason was found with gunshot wounds on the unit block of Bens Drive in the early hours of July 6, 2025, and later died from his injuries, ReportAnnapolis noted. At the time, police asked anyone with information to come forward as they opened a homicide investigation.

Charges and what’s next

Lattimore now faces counts of first- and second-degree murder, attempted first-degree murder, and other related charges, and the investigation remains active, according to Patch.
