What police say
According to FOX6 News Milwaukee, detectives with the Kenosha Police Department’s Sensitive Crimes Unit say they have probable cause to arrest 48-year-old Curtiss Tolefree Jr. on a charge of second-degree sexual assault for sexual contact or intercourse with a person who suffers from a mental illness or deficiency. Police describe Tolefree as a Black male about 6 feet tall and 245 pounds, bald with brown eyes.
Officers are urging anyone who sees him to call 911 immediately. Tips can be directed to Detective Bray at 262-605-5269 or to the department’s non-emergency lines at 262-605-5203 and 262-656-1234.
Background
Tolefree’s name is not new in local headlines. He previously faced criminal allegations tied to his time as a high school dean in 2019, as reported by the Chicago Sun-Times. Those charges did not stick. A Kenosha County judge dismissed the case in October 2025, and it was closed without prejudice, according to the Kenosha County Eye.
Legal note
Under Wisconsin law, second-degree sexual assault includes having sexual contact or intercourse with someone who “suffers from a mental illness or deficiency” that makes them unable to appraise their conduct, and the state must show the defendant knew of that condition, according to the Wisconsin State Law Library. A felony sexual assault conviction can carry a lengthy prison sentence and may require sex offender registration and related long-term restrictions.
Anyone with immediate information about Tolefree’s whereabouts is urged to call 911. For non-emergencies, residents can contact the Kenosha Police Department, which lists its public safety offices at 1000 55th Street and provides contact details on its public pages.
Survivors and others affected by sexual assault can seek confidential help and referrals through Women & Children’s Horizons’ 24-hour crisis line at 262-652-9900 or toll-free at 1-800-853-3503.
