Gwinnett County police say an undercover operation at a Norcross house being used as a brothel ended with five arrests and the rescue of several alleged victims. Officers converged on a home on Singleton Road, where investigators say traffickers were bringing people to be sold for sex. Authorities also made related arrests at a second location and moved in suspects transferred from DeKalb County as part of the sweep.

According to WSB-TV, police arrested David Lopez Ramos and Victor Mendoza on Feb. 27, accusing both of pimping by setting up meetings to sell sex. Arrest warrants show Mendoza also faces a felony charge for possession of methamphetamine. The five people taken into custody in Norcross were charged with keeping a place of prostitution, and jail records indicate many of the other counts are misdemeanors. Some suspects have already bonded out while investigators continue to chase additional leads.

Undercover Work And Victims Recovered

An undercover officer told Channel 2 that “they came for a better life and somebody’s taken advantage of ’em,” describing how traffickers often control victims by threatening family members back home. “As many victims as we can recover and then go after the traffickers,” the officer added, according to WSB-TV. Investigators said their immediate priority was getting survivors to safety and connecting them with services.

What The Law Says

Under Georgia law, keeping a place of prostitution is typically treated as a misdemeanor, while offenses such as pimping and pandering, and cases involving minors, can be prosecuted as felonies. Penalties and enhanced fines are set out in O.C.G.A. sections 16-6-9 through 16-6-12, which impose stiffer sentences when the conduct involves persons under 18 or other aggravating circumstances, according to Justia.

Not An Isolated Crackdown

The Norcross bust comes amid a string of undercover efforts in Gwinnett this winter, with earlier investigations producing human trafficking and pimping charges in Duluth, reporting shows. Local outlets, including CBS Atlanta and FOX 5 Atlanta, have documented similar cases where vice detectives used undercover calls or online listings to set up arrests.

Victim Services And Tips

Police said the focus after the takedown is on victim recovery and moving survivors into care, a victim-centered approach also promoted by the Georgia Bureau of Investigation’s HEAT unit. The HEAT page outlines multi-agency coordination and a statewide tipline, and the GBI notes that anyone with information can contact the Georgia Coalition to Combat Human Trafficking at 1-866-END-HTGA (Georgia Bureau of Investigation).

Gwinnett County investigators say the probe is ongoing and additional arrests or charges could follow as detectives work to identify traffickers and provide care to victims. Anyone with information about the Norcross operation is asked to contact local police or the GBI tipline, and state and national hotlines are also linked on the GBI website.
