Authorities say a Philadelphia man kept coming back to an Abington Township Target for all the wrong reasons, repeatedly peering into men's restroom stalls in incidents that now have him facing criminal charges. Police allege that 30-year-old Naphis White Glover targeted the men's restroom at the Target on Old York Road on two separate dates: Dec. 28, 2025, and Jan. 10, 2026. One of those incidents involved a juvenile, according to investigators. Store employees and officers later reviewed surveillance footage and referred the case for criminal charges. Local outlets reported on the allegations this week after police shared details with reporters.
What police say
According to investigators, Glover is accused of looking through a crack in a stall door and, in at least one instance, leaning over the top of a stall while people were inside. Police say the behavior took place on two different visits to the store, not during a single encounter. One reported incident involved a juvenile victim, according to the police account. These details were reported by 6abc.
How the store responded
Target loss-prevention staffers told investigators they pulled surveillance images after witnesses alerted employees to the alleged behavior and then contacted police. Workers later spotted the same man returning to the store and called officers again, according to authorities.
Ed Quinn, deputy chief of the Abington Township Police Department, told reporters that victims in cases like this can suffer lasting psychological harm, even if there is no physical contact. He urged anyone who might have been targeted, or who has information about what happened, to reach out to detectives. NBC10 reports that Glover is not believed to be in custody and is expected to appear in court in the coming days.
Charges and next steps
Glover faces multiple counts of invasion of privacy and harassment, according to police. The case has been turned over to prosecutors, and officers say they plan to update the public once formal filings are made and court records are available. The criminal allegations were detailed by 6abc.
Past incidents at the Abington Target
This is not the first time the Abington Target has been at the center of a privacy-related case. In 2015, a Warminster man pleaded guilty to secretly recording women in the store's dressing room, as reported by CBS Philadelphia. Prosecutors said he used a camera hidden inside a pen to capture images, leading to invasion-of-privacy and related convictions. The earlier case highlighted how quickly routine retail spaces can become crime scenes when privacy is violated.
Abington Township police are asking anyone who believes they may have been targeted, or who has video or photos related to the recent restroom incidents, to contact the department, according to NBC10. Target did not immediately provide a statement to local journalists, the outlet reports. This story will be updated as court filings and official records become available.
