
A late-February fire that sent thick black smoke through a Middletown apartment building and rattled Curtis Street neighbors has now landed one resident in serious legal trouble.
Victoria Ashley Hill, 42, has been indicted by a Butler County grand jury, accused of setting a Feb. 21 fire in her own Curtis Street apartment while seven other people were inside the building. Fire crews were able to knock down the blaze before it spread further.
According to WCPO, Hill was first hit with eight counts of aggravated arson. On April 10, a Butler County grand jury returned a single indictment for one count of aggravated arson, classified as a second-degree felony. Investigators say Hill told police she set the fire because she wanted “it all to be over.” Court records list her in the Butler County Jail on a $250,000 bond.
What the charge means
Under Ohio law, aggravated arson can be charged as either a first- or second-degree felony, depending on which part of the statute prosecutors rely on. Division (A)(2) of the law, which covers causing physical harm to an occupied structure, is treated as a second-degree felony under Ohio Revised Code §2909.02.
Scene and response
Responding Middletown officers reported seeing flames through a broken window and several items burning inside the unit while heavy smoke filled the main hallway. Firefighters arrived and put the blaze out before it could turn into something far worse. Seven residents were in the building at the time, and emergency crews evacuated and checked the scene, according to WCPO.

With the indictment in place, Hill’s case now moves deeper into the Butler County court system, where future hearings will be scheduled, and prosecutors will lay out their evidence.
