A recent commercial remodel permit filed for 1102 Q St, Suite 110 outlines plans for an accessible service counter, refreshed equipment and the addition of a grease interceptor, a combination that strongly suggests a full cafe buildout, as reported by What Now Sacramento. The upcoming cafe marks the next step in Cà Phê Diễm’s downtown journey after making its way through local business support programs. The Downtown Sacramento Partnership’s Calling All Dreamers incubator offers mentorship, workshops and cash awards to help finalists level up from concept to storefront, and local startup coverage has listed Cà Phê Diễm among the contenders. That nod suggests the cart has been steadily building toward a permanent address with help from the downtown pipeline.

The business describes itself as “a mobile coffee cart that celebrates the beauty of Vietnamese culture through coffee,” with a focus on handcrafted creams and inclusive options such as vegan, non-dairy and caffeine-free choices, according to Cà Phê Diễm's website. State business filings show that Ca Phe Diem LLC was formed in 2024 and list Sarah Ha as the registered agent, which tracks with the cart’s relatively quick leap from event mainstay to a signed downtown lease.
