
Franklin police Officer Christopher Keene walked into a Monday evening city meeting not for routine business, but to receive the department's Medal of Valor for his role in a Mason hotel hostage rescue that ended in a deadly SWAT standoff. Keene was part of the team that forced its way into a Baymont Inn room in July 2022, where an escaped inmate was holding a woman at knifepoint. Officials said the team’s move rescued the woman and brought the tense ordeal to a close.
As a member of the entry team, Keene “knowingly entered a confined and volatile environment,” Franklin Police said, according to WKRC Local 12. The outlet published photos of Keene receiving a plaque and the medal in the council chambers. City and department leaders stood alongside members of the Warren County Tactical Response Unit during the presentation, the report noted.
How the Mason Standoff Unfolded
The confrontation dates back to July 2022, when Thomas Cromwell and another inmate escaped the River City Correctional Center and were later tracked to the Baymont Inn in Mason, according to WCPO. Once located, Cromwell barricaded himself in a third-floor room with a woman and made statements that negotiators believed put the hostage in immediate danger. Mason police and Hamilton County detectives identified Cromwell at the hotel and requested assistance from the Warren County Tactical Response Unit.
Video, Breach and the Fatal Confrontation
During the standoff, Cromwell streamed video to social media, threatening the woman and showing a knife, officials said. Tactical officers eventually forced their way into the room to free the hostage. They reported that Cromwell was holding a knife to the woman’s neck when one officer fired a single shot that killed him, and investigators later found the knife next to his body, FOX19 reported. The woman was not injured.
Legal Review
Warren County Prosecutor David Fornshell reviewed the case and concluded that the tactical officer’s use of deadly force was “objectively reasonable” under the standards set in Tennessee v. Garner and Graham v. Connor, according to WLWT. As a result, the case was not presented to a grand jury. Before Fornshell’s decision, the Ohio Bureau of Criminal Investigation examined the officer-involved critical incident, the station reported.
Keene Honored in Franklin
At Monday’s ceremony in Franklin, Keene received both a plaque and the Medal of Valor as colleagues and city officials looked on. WKRC Local 12 shared photos of Keene standing with fellow officers and local leaders at the event. The Franklin Police Department said the award honors actions that “directly contributed to ending the threat and saving a life.” The city did not immediately offer further public comment on whether additional recognition was planned.
For Franklin officials, Keene’s medal helps close a local chapter on a violent 2022 escape and hostage crisis that pulled in multiple agencies and investigators. The honor follows the prosecutor’s review that ended the criminal probe into the shooting, with authorities maintaining that the tactical team’s priority throughout was the safety of the hostage and the surrounding community.
